DEFINITIONS

  • APPLICATION FOR WATER SERVICE
    • A formal, written application requesting water service from Asingan Water District to specific premises, in a form provided by the District, together with such plans, requirements and payment of all fees that the District’s then applicable regulations shall require.

  • CATEGORY OF LOCAL WATER DISTRICT
    • The LWD’s shall be classified into four (4) major categories – Category A,B,C or D based on the number of active service connections and equivalent point rating, whichever is lower, as provided for in the Revised LWD Manual on Categorization. Recategorization And Other Related Matters (LWD-MACRO) prepared by the oversight Committee on LWDs composed of the Department of Budget and Management (DBM), Civil Service Commission (CSC), Local Water Utilities Administration (LWUA), and Philippine Association of Water Districts (PAWD).

  • CHARGES
    • A charges is imposed by the District to cover a portion of the District’s costs incurred for installing wells, pumps, and treatment, storage, and transmission facilities to serve the increased demand for water service within the District (be seen at the Citizen’s Charter of the District).

  • CHECK VALVE ASSEMBLY
    • A mechanical device installed on either mainline or service line to restrict the flow of water in one direction only.

  • CIVIL SERVICE COMMISSION (CSC)
    • Administer and enforce the constitutional and statutory provisions on the merit system for all levels and ranks in the Civil Service.

  • COMMISSION ON AUDIT (COA)
    • Has the responsibility to examine, audit, and settle all accounts and expenditures of the funds and properties of the District.

  • CONTRACT
    • A written agreement between the District and a second party that defines and creates one or more obligations to take or to refrain from taking a certain action or actions.

  • CONCESSIONAIRES /CONSUMERS
    • Any Landowner, Tenant, or other water users who is entitled to service from or who pays a water bill to the District.

  • DEPARTMENT OF BUDGET AND MANAGEMENT (DBM)
    • Created under Executive Order No. 25 dated April 25, 1936, is mandated under this Order and by subsequent issuances to promote the sound, efficient and effective management and utilization of govemment resources (i.e., technological, manpower, physical and financial) as instrument in the achievement of national socioeconomic and political development goals.

  • DISTRICT
    • ASINGAN WATER DISTRICT

  • DISTRICT WATER SYSTEM
    • The water transmission and distribution system is owned and operated by the District, including all piping, fittings, valves, and other equipment used to supply water to Concessionaires up to and including the Point of Responsibility.

  • EXISTING NON-METERED WATER SERVICE
    • Services installed for the fire hydrants.

  • EXTENSION FACILITIES LINES
    • New pipelines and related water service facilities of whatever type was installed for the purpose of improving existing water service connection and/or extending it to unserved or annexed areas.

  • FIRE HYDRANT
    • It is a connection point by which firefighters can tap into a water supply. It is a component of active fire protection.

  • INACTIVE ACCOUNT
    • An account applicable to a concessionaire with an existing service connection to which the District is not currently supplying water service and for which water service bill is not being rendered.

  • LOCAL WATER UTILITIES ADMINISTRATION
    • With a specialized lending function mandated by law to promote and oversee the development of water supply systems in provincial cities and municipalities outside of Metropolitan Manila.

  • METER RATES
    • Water service fees and charges (as approved by LWUA) are calculated from monthly consumption measured by a Meter attached to a Service Connection serving any concessionaire within the District.

    • The Policy-Making Body for the Philippine Water Sector

  • PHILIPPINE GOVERNMENT ELECTRONIC PROCUREMENT SYSTEM (PhilGEPS)
    • The central portal of all public procurement activities that provide both government agencies and suppliers a more open, transparent, and competitive environment

  • STATEMENT OF ASSETS, LIABILITIES, AND NET WORTH (SALN)
    • It is a declaration of assets (i.e., land, vehicles, etc) and liabilities (i.e., loans, debts, etc), including business and financial interests, of an official/employee, of his or her spouse, and of his or her unmarried children under 18 years old still living in their parents’ households. The submission of a SALN is required by law under Article XI Section 17 of the 1987 Constitution and Section 8 of Republic Act No. 6713, the “Code of Conduct and Ethical Standards for Public Officials and Employees.” It includes a waiver authorizing the Ombudsman or his authorized representatives to attain documents that may show assets, liabilities, net worth, business interests, and financial connections from all appropriate government agencies.

  • WATER METER
    • A device for recording the quantity of water passing through a particular outlet.
